Issachar

The ninth son of Jacob, and the sixth point of the ancient English lectures, which alluded to the circumambulation about the altar, because, as the tribe of Issachar was a thriftless and indolent tribe, they required a leader to advance them to equal elevation of the other tribes. — ( Genesis 49:14 )
